A Mexican priest, coordinator of the Episcopal Conference's South Pacific Human Mobility Ministry, he founded the Centro ‘Hermanos en camino’ in 2007, which provides help to migrants trying to cross the border between Mexico and the United States by removing them from the racket of organised crime. He has been threatened with death several times by drug trafficking cartels, whose abuses and violence he boldly denounces. He collaborates with Sant'Egidio in particular for the protection of unaccompanied minors.
