An Orientalist and political scientist, he is a professor at the European University Institute at the School of Transnational Governance and co-president of the Robert Schuman Centre for Advanced Studies. He was research director at the French Centre national de la recherche scientifique (CNRS) and professor at the School for Advanced Studies in the Social Sciences (EHESS) and the Institut d'Etudes Politiques de Paris (IEP). He has led study missions for the OECD and the United Nations.
